Term Time Holidays

The Department for Education tightened the procedures regarding holidays in term time, and schools can only authorise absences in ‘exceptional circumstances’. However, there is no guidance on what constitutes an ‘exceptional circumstance’. The National Association of Head Teachers (NAHT) has produced guidance which our school follows. The fundamental principles for defining ‘exceptional’ are rare, significant, unavoidable and short. The guidance also outlines the following:

Term times are for education - this is the priority. Children and families have 175 days off school to spend together, including weekends and school holidays. The school will rightly prioritise attendance. The default school policy is that absences will not be granted during term time and will only be authorised in exceptional circumstances. (Please see our holiday list by clicking on the link below.)

If an event can reasonably be scheduled outside of term time then it would not be normal to authorise absence. Absence during term time for holidays/vacations is therefore not considered an exceptional circumstance. The cost of a holiday does not constitute, ‘exceptional circumstances’. However, the NAHT guidance outlines the following ‘exceptional circumstances’:

  • The need to visit a seriously ill relative;
  • Time to attend the funeral service of a close family member;
  • Absence for important religious observances (though not recurrent, or requiring extended leave);
  • The needs of families of service personnel returning from long operational tours that prevent contact in normal scheduled holiday time;
  • Time to recover from trauma.

In addition, our school takes into account situations where the parents’ place of work arrange holidays in such a way, as to make it extremely difficult to take holidays at the normal scheduled time.

Penalty Notices - information for parents and carers

School is required to take the following action if the holiday request cannot be authorised due to exceptional circumstances:

1.   Record the absence as unauthorised holiday

2.   Notify Bolton Metropolitan Borough Council.
